Summary:
The Clerk of Council is a full-time salary position, appointed by City Council, operating under the direction of the President of Council.
The hours and compensation are established by City Council.
The Clerk of Council is a legislative administrative position that provides the full range of professional administrative support to City Council and courteous professional support to the public.
This position serves as the authorized custodian of the City Council proceedings and history, managing and supervising the legislative process and operations of North Royalton City Council with minimal supervision and familiar with Ohio Revised Code, City Municipal Charter, Codified Ordinances, North Royalton Council Rules of Order, and Robert's Rules of Order.
ESSENTIAL JOB FUNCTIONS:

Administrative / Executive Assistant to City Council Supervise Council Office personnel; Day-to-day Administrator of the Legislative Department; Provide Administrative and Executive Assistance and responsibility to City Council; Provide exemplary customer service to internal (staff) and external (public) customers; Consult with the President of Council on day-to-day departmental matters; Prepare and manage the annual budget for Council Office; Maintain accurate information related to the department on city website; Communicate with City Council on all relevant matters; Maintain confidentiality and handle correspondence; Maintain or cause to be maintained accurate, timely, and complete records of all ordinances, minutes, resolutions, City Council Rules of Order, and departmental records; Prepare Departmental payroll; Conduct research to satisfy a request, or to provide clarification or historical background for an agenda item scheduled to be discussed; Perform all duties, responsibilities, and requirements of the Office of the Clerk of Council as stated and required in any applicable laws; Perform such other duties as may be required by Council or President of Council.
Agenda Management Preparation of agenda for regular, special, and committee meetings of council including all legislation to be considered; Seek approval of President of Council and Law Director prior to publication; Electronically distribute agenda to City Council, Mayor, all Department Heads, and any other appropriate parties; Update City website with the most current agenda and prepare public copies.
Attendance and Calendar Management Attend all meetings of the City Council, public hearings, and Department Head meetings; Responsible for setting up name plates and the recording system for meetings involving City Council members, and keep an accurate record of City Council's attendance and meeting minutes.
Maintain, regularly update, and distribute electronic version of the City Council / Chamber Calendar; Update and post calendar on City bulletin board and website.
Codified Ordinances Send codified ordinance updated pages to those currently possessing codified ordinance books such as; Cuyahoga County Library (North Royalton branch), Parma Municipal Court, etc.
; Post ordinances, notices and/or other documents, as required by municipal ordinances or statutory law, and for the mailing, posting or publication of public notices of hearings on applications authorized by and filed pursuant to the Zoning Code, and on amendments to the Zoning Code, and for the mailing, posting, or publication of public notices of hearings on matters submitted to and coming before Council, pursuant to the City Charter or general law; Ensure hardcopies of code are updated and located in Council Chambers.
Legislation Support Prepare legislation to be sent to Law Director for review and approval; Coordinate the preparation, distribution, and certification of legislation documents.
Publish legislation enacted by City Council as required by law; Publish all Meetings and Public Hearings notices in accordance with City Ordinance's and Ohio Sunshine law.
Record and transcribe meeting minutes accurately; Communicate changes to the City Council membership by providing updated Roster to:
Cuyahoga County Board of Election Auditor of State's Office Publications Media City Departments Ohio Ethics Commission Council / Community Matters email distribution roster.
Public Records Management Make available, for viewing during regular Municipal business office hours, all ordinances, resolutions, and City Council meeting minutes; Serve as the Department public records custodian and comply with the departmental retention schedule; Manage and provide public record responses in accordance with Ohio Sunshine Law and City Public Records Policy.
KNOWLEDGE, SKILLS, AND ABILITIES:
Basic office methods and procedures.
Knowledge or training in supervision of personnel, including the use of office equipment and tools.
Knowledge of department policies and procedures.
Prior knowledge of public records law; Ohio Sunshine Laws.
Substantial knowledge of the workings, duties, and purposes of municipal government.
Knowledge and experience with use of calculator, computers, internet, copy machine, fax machine, general office supplies, telephone system, and mobile technology (phones) used by City Council.
Proficiency with computer programs such as Microsoft Office Word, Excel, and Outlook.
Strong organizational skills, problem solving skills, and communication skills.
Ability to communicate effectively, orally and in writing.
Ability to follow verbal and written instructions.
Ability to establish and maintain effective working relationships with the public, subordinates, peers, and supervisors.
Ability to work independently in the absence of specific instruction.
Ability to exercise sound judgment in evaluating situations and in making decisions, and maintain confidentiality.
QUALIFICATION, TRAINING, AND
Experience:
Three years prior equivalent administrative experience; Obtain and maintain Certified Municipal Clerk (CMC) (within 1 year of hire); Webpage management experience; Experience drafting legislation and preparing meeting minutes; Notary Public License (preferred); Familiar with various computer programs and mobile technology; Knowledge of Ohio Revised Code.
City Charter, Codified Ordinances, Council Rules of Order, Ohio Sunshine Law, Robert's Rules, Public Record laws, Ohio Public Meeting rules, and Ohio Ethics Law; Cannot hold any elective office within the Municipality.

The noise level in the work environment is usually quiet in the office, and moderate to loud in the field.
